Sokoto State Integrated Fadama Irrigation Development PPP (SSIFID-PPP)
A 25-year Build–Operate–Transfer (BOT) concession to develop, finance, operate, and maintain a 30,000-hectare integrated fadama irrigation scheme covering Kebbe, Rabah, and Silame Local Government Areas. The project includes a 180 km gravity-fed and pump-assisted irrigation canal network, two main weir structures on the Kebbe and Rima rivers, 12 secondary distribution canals with SCADA-enabled control systems, on-farm delivery infrastructure for 5,000 smallholder holdings, three agri-service hubs, and a Farmer Cooperative Management System for 12,000 registered beneficiary households. The private concessionaire receives water user charges and agri-hub fees, supported by a ₦4.5 billion Viability Gap Fund (VGF) over Years 1–5 to bridge the affordability gap for smallholder farmers. The project generates an estimated 45,000 direct and indirect jobs and a ₦33.75 billion Value for Money saving (62%) over public procurement.
Sokoto State Regional Water Supply and Sanitation PPP (SRWSS-PPP)
A 20-year Design–Build–Operate–Maintain (DBOM) concession to develop, operate, and maintain a regional water supply and sanitation system serving approximately 860,000 people across Tambuwal, Gwadabawa, and Bodinga Local Government Areas. The project will deliver two water treatment plants with a combined capacity of 48,000 m³/day, 230 km of transmission pipelines, 18 elevated service reservoirs, 125,000 household connections across 340 communities, sanitation facilities in 64 schools, and a digitally-enabled billing and customer management system. The private operator will be compensated through an Output-Based Service Payment (OBSP) mechanism — payment contingent on verified service delivery — supplemented by household water tariffs. The project achieves a ₦15.9 billion risk-adjusted Value for Money saving (45%) over conventional government procurement.
